The 2025 Government Work Report outlines plans to launch a second batch of national carbon peaking pilot projects, establishing zero-carbon parks and factories to drive regional low-carbon transitions through demonstration initiatives. Huang Runqiu, Minister of Ecology and Environment, highlighted the national carbon market’s success, noting an 8.78% cumulative reduction in power sector carbon intensity, saving enterprises ~¥35 billion ($4.9 billion USD) in decarbonization costs. The report also stresses accelerating the development of a dual-control system for carbon emissions, expanding the national carbon market to cover three additional industries—steel, cement, and electrolytic aluminum—boosting covered emissions from 50 billion to 80 billion tons. Inner Mongolia and other regions have embarked on Phase 2 zero-carbon park initiatives to scale up forest and grassland carbon sink development and trading.
